Whats the Reason why Pilipino inventor will be having no supports from the governments?

Daniel Dingel is a Filipino inventor invented the water powered vehicle in 1986 but why he has not given support by the Philippine Government?Here is his answer.

"So I started with that and then I..What I did is I went to see the President former president Marcos and then explained my inventions that could help our country.The president will come the idea but the problem is there was a Coup de 'etat so it became failed so there was another president Cory Aquino and as a matter of fact she ride the car with me and he was with me in the car testing the car and he said that "This is the miracle I had been waiting for".But sad to say that after two weeks I was able to know that the Government is not in the position to help because as under the aggreement between the IMF and the World Bank; Our country is under obligations by the IMF and the World Bank not to produce anything that will compete their product and then so the 40% of all tax, there will be no more revenue for the government. But I told him that Sir It will prolong the life of the people. There will be no more pollution.So I keep working on it and then improving my inventions.Maybe thinking that one day, someday maybe this inventions will be used and it will help humanity"

I know that it is not the only reson.It is only one of the reason.Ang katuparan ng tubig bilang pamalit sa langis ay katuparan sa pagbagsak ng malalaking oil companys maging paghina ng mga industriya ng elektrisidad.Subalit patuloy na umiikot ang mundo, patuloy ding umuunlad ang teknolohiya subalit ang tao'y lumilipas. Kung kaya't tanggapin na natin ang katotohanan na ang bawat isa'y may hangganan.Sana naman suportahan natin ang anumang nagagawang maganda para sa daigdig kahit na ng karaniwang mamamayan.
